It is most likely an (as yet) unknown combination of the two. Lunar atmospheric tides only become noticeable above an altitude of about 3000 m. Below that level in the atmosphere, they are overwhelmed by the changes in pressure caused by the diurnal and semi-diurnal solar thermal atmospheric tides.
